City Clerk-Treasurer
The City Clerk-Treasurer's office supports the City's goal of transparency by promoting compliance with record retention laws, proper accounting practices, compliance with purchasing laws, preserving and providing public access to council documents and other public records of the City, facilitating the legislative process, and providing services to the citizens, elected officials, city departments, and outside organizations in a professional and courteous manner.
In Sylacauga, the positions of Municipal City Clerk and Municipal Treasurer as set out in the Code of Alabama have been combined, and the City Clerk-Treasurer has the duties and responsibilities of both positions. The City Clerk-Treasurer is custodian of the city seal and all municipal records and responsible for all financial operations including purchasing and bid administration, grant management and reporting, accounts payable and receivable processing, business license administration, locally levied tax administration and collection, coordination of all audits, and coordination/oversight of municipal elections.
The City Clerk-Treasurer provides administrative support to the Mayor and the City Council, prepares the agendas for council meetings and work sessions, and attends all meetings of the council and records the minutes. The City Clerk-Treasurer also acts as a liaison with the Alabama League of Municipalities, the National League of Cities, and various State and Federal agencies.
The Clerk-Treasurer works closely with the City Attorney and is responsible for preparation of resolutions, ordinances, and contracts. The Clerk-Treasurer is responsible for developing policies and procedures related to financial operations of the City, including procurement practices, cash management and investments of municipal funds.
The City Clerk-Treasurer’s office is staffed with eight financial/clerical employees as well as two custodial employees, and offices are located on the ground floor of the Sylacauga Municipal Complex, 301 N. Broadway Ave. Public information and notice of special meetings of the Council and meeting schedules for various city boards are posted on the bulletin board outside the Clerk’s office.

Council Meeting Minutes & Public Record Access: The City Clerk's Office provides public access to public records such as council meeting agendas and minutes, ordinances, resolutions, and election documents.
Public Notices: The City Clerk normally posts and provides public notice related to special meeting of the City of Sylacauga, public hearings, bids, and other such city business.
Bid Information: As Purchasing Agent, the City Clerk-Treasurer handles the procurement and bid process for all City projects. Accounts Payable & Payroll: The City Clerk’s office is responsible for all accounts payable processing and payroll processing, as well as all other financial transactions of the City.
Business Licenses: Anyone doing business in the City of Sylacauga is required to have a current business license. Business licenses are issued on an annual basis, January through December. Renewal notices are sent out during December of each year for license renewals due January 1. Most licenses become delinquent after January 31, and late fees are assessed on renewals after that date. Permits: The City of Sylacauga follows the International Building Codes, and any work that falls under these Codes may require that a permit be issued. To be sure whether or not a permit is required, please contact the Code Enforcement Department. The fees for any related permits are payable in the City Clerk’s office. Credit/debit cards are accepted for on-site transactions of $20.00 or more; a convenience fee applies.
Local Tax Remittance: The City of Sylacauga levies of local taxes which are remitted monthly through the City Clerk’s office while others must be remitted through the Alabama State Department of Revenue and/or the Talladega County Revenue Department. Local Gasoline Tax, Local Alcohol Tax, Wholesale Wine Tax, and Local Tobacco Tax are remitted directly to the City Clerk-Treasurer on a monthly basis. Lodgings Tax and Lease/Rental Tax are collected by the State of Alabama Department of Revenue on behalf of the City of Sylacauga, and the local levies of Ad Valorem Taxes and Beer Tax are collected for the City by the Talladega County Revenue Department. The locally levied Sales & Use Tax is also administered by the State of Alabama Department of Revenue.
Residential Garbage Services: The City of Sylacauga contracts with GFL Environmental Inc. for residential curbside garbage collection and recycling services. To establish new service or to make changes to existing services, and to report issues such as missed services or damaged carts, please contact the Mayor’s office. The City provides reduced rates or exemptions for citizens who meet certain income and age requirements. Backdoor pickup services are also available to households where none of the residents are physically able to put the carts on the street for pickup. Annexation: Applications for annexation of property contiguous to the current city limits are available in the City Clerk’s office. Annexation of non-contiguous properties must be handled by the State Legislature during its regular sessions. Should the City Council choose to consider any annexation request, whether contiguous or not, the property owner will be required to pay an annexation fee prior to property being annexed.
Municipal Elections: Municipal elections are conducted every four years for the offices of Mayor, who is elected at large from the entire city, and five City Council members who are elected from within the voting district in which they live. The last regular municipal election was held in 2020, and the next regular municipal election will be held in 2025.
