Incorporated in 2017 as a public corporation and as an improvement district pursuant to Chapter 99A of Title 11 of the Code of Alabama.

The members of the Board of Directors were initially set to serve for staggered terms, with one serving for two years, one for four years, and one for six years. Thereafter, successors are to serve for six-year terms.
